Sagunto's council has definitively approved the ordinance for low emission zones (ZBE), which will be implemented in phases from September 2026 to January 2033. The inner rings of Ciutat Vella and Puerto de Sagunto will be the first to activate, with no fines during the initial phase.
The Sagunto City Council has given the green light this Thursday to the ordinance regulating the low emission zones (ZBE) in the municipality, a text that was passed with votes in favour from PSPV-PSOE and EU-Podem, opposition from PP, IP and Vox, and abstention from Compromís per Sagunt. The regulation, which was initially approved in December 2025 and has incorporated some of the objections raised, establishes two restriction rings in each urban area: one inner, more stringent, and another outer.
The schedule will begin in September this year with the activation of the informative phase of the inner ring of Sagunto, coinciding with Ciutat Vella, and will last until November. During this period, no penalties will be imposed, although the administration may notify the owners of the most polluting vehicles about the scope, content, and schedule of the ordinance's implementation.
The next step will be the inner ring of Puerto de Sagunto, which will activate in an informative phase from June to September 2027. Once this stage is completed, fines will begin for cars that do not have the required environmental label or do not have the corresponding exemption accredited.
As for the outer rings, both in Sagunto and Puerto de Sagunto, they will be applied informatively between December 2028 and December 2030. From then on, penalties will start, except for vehicles with an environmental label or those exempt, which include all cars with the Vehicle Tax (IVTM) registered in the municipality and motorcycles.
The inner ring of the Sagunto area is delimited by the restricted access zone to Ciutat Vella, while the outer ring is formed by Sants de la Pedra Avenue (west and north), País Valencià Avenue (east), and Mayor and Escuela Streets (south). In Puerto de Sagunto, the inner ring is bounded by 9 d'Octubre Avenue, Sindicalista Juan Torres Casado Street, Mediterranean Avenue, Delta del Riu Avenue, Cabo de Palos Street, Isla de Menorca Street, Sant Vicent Street, and Progreso Street. The outer ring, in turn, is delimited by CV-320, Sindicalista Miguel Lluch Avenue, 3 de Abril Avenue, América Avenue, Polígono A Avenue, Mediterranean Avenue, Delta del Riu Avenue, Sierra Calderona Street, CV-321 (Sierra de Javalambre Street), and Corona de Aragón Avenue.
The restrictions of the outer rings will not affect vehicles with tax residence in Sagunto, which will be able to circulate without limitations, except for those already existing in Ciutat Vella, where only residents and authorised vehicles can access. From the implementation of the ZBE, vehicles with a ZERO label will also be allowed in. Cars with tax residence in the province of Valencia will be able to circulate through the outer rings until December 31, 2030, and those from the Camp de Morvedre region until December 31, 2032.
In the inner rings, the restrictions will be stricter. In Ciutat Vella, only residents, authorised vehicles, and those with a ZERO label will be allowed to enter. In the inner ring of Puerto de Sagunto, vehicles with a ZERO or ECO label, as well as those registered in the municipality, whether or not they have a label, will be allowed access.
Outside both rings, circulation will be free for all types of vehicles, regardless of their origin. The ordinance aims to prepare Sagunto to meet the most stringent air quality values set by European regulations, although the municipality is currently within the permitted pollution limits.
The full implementation of the ZBE is scheduled for January 2033, when the restrictions will be fully consolidated. Until then, residents must pay attention to the various informative phases to know whether their vehicle can access the restricted areas or if they need to apply for an exemption.
