The Minister Nuria Martínez and acting mayor María José Ferrer San Segundo meet to coordinate the new mediation and conciliation services required by Organic Law 1/2025.
The Ministry of Justice, Transparency and Participation and the Valencia City Council held a working meeting to address the updates in extrajudicial conflict resolution. Minister Nuria Martínez Sanchis and the acting mayor and first deputy mayor, María José Ferrer San Segundo, analysed the services and subsidies planned to ensure that citizens comply with the new regulations.
The Organic Law 1/2025 on Measures Regarding the Efficiency of the Public Justice Service establishes that, in civil and commercial matters, it is mandatory to attempt an agreement through mediation, conciliation or other Appropriate Means of Conflict Resolution (ADR) before going to court. The meeting aimed to coordinate how to facilitate this process for the city's residents.
During the meeting, the Ministry's team explained the operation of a new service aimed at informing, guiding, and assisting those who need to use these mechanisms. Additionally, they are working on a new line of subsidies to provide Valencia's residents with a municipal resource that promotes the dialogue-based resolution of conflicts, aiming to expedite responses and alleviate the burden on the courts.
Minister Nuria Martínez highlighted the intention to move towards a model of proximity justice in the Valencian Community:
We want to advance towards a model of proximity justice in the Valencian Community and promote a culture based on dialogue and agreement. Furthermore, we seek to respond to the need to offer effective alternatives in light of the high volume of litigation, the overload of judicial bodies, and the new requirements established by Organic Law 1/2025,” Martínez explained.
For her part, Ferrer San Segundo, also a lawyer and doctor of law, emphasised the mandatory nature of these procedures:
Mediation, Conciliation or other ADR alternatives are not just interesting or advisable to avoid conflicts and resolve them without litigation. They are now legally mandatory in civil or commercial matters. Therefore, guiding, assisting, and helping citizens is more justified than ever, also having a positive impact on them and on coexistence,” the acting mayor recalled.
Both leaders agreed on the advantages of institutional support for a culture of agreement and consensus. The meeting is part of efforts to make the Justice Administration more accessible, participatory, and less congested in the Valencian Community.
The next steps include the launch of the information and assistance service, as well as the call for municipal subsidies, the details of which will be announced soon. Meanwhile, citizens with a civil or commercial conflict should know that, before filing a lawsuit, they will need to attempt an extrajudicial agreement.
