The Plenary of Sagunto urges the Generalitat to create a consortium for the maintenance and climate control of schools, with 100 million annually, and to resume the Edificant plan.
The Plenary of the Sagunto City Council has approved a motion to request the Generalitat Valenciana for a new system of inter-institutional collaboration that guarantees comprehensive maintenance and climate control of educational centres. The proposal, presented by Compromís per Sagunt and defended by councillor Maria Josep Soriano, was passed with votes in favour from PSPV-PSOE, IP, Compromís, and EU-Unides Podem, against votes from the PP, and abstention from Vox.
The motion urges the regional government to create a consortium formed by the Generalitat, the municipalities, and the provincial councils, with a budget of 100 million euros annually to address the comprehensive maintenance and climate control of schools. Additionally, it requests that the investment of 306 million annually from the Edificant plan be maintained and that at least 50 projects be delegated to the municipalities each year, as was done by the previous government.
It also calls on the Generalitat to comply with the rulings of the High Court of Justice of the Valencian Community (TSJCV) that require the return of the Edificant plan projects with comprehensive climate control that were annulled by the current Consell. The plenary thus supports the agreement of the Municipal School Council from July 7, which requests that Sagunto be declared as a priority action within the EduClima 2026-2029 plan, given the size of its educational network, with over 800 students enrolled since the 2022-2023 school year.
The motion emphasizes that the majority of educational centres in Sagunto “are not prepared to cope with temperatures above 30 °C,” especially at the beginning and end of the school year, a situation exacerbated by climate change. It is noted that Royal Decree 486/1997 establishes that the temperature in sedentary work should be between 17 and 27 °C, while classrooms can reach between 30 and 34 °C.
The text warns of the consequences for health and academic performance: loss of concentration, fatigue, dizziness, heat stress, and worsening of respiratory conditions. It also criticizes that the Ministry of Education “has not completed a single comprehensive climate control project” and that it “has opted for improvisation” after three years without measures.
The motion concludes that “it is no longer the time for provisional measures” and proposes structural solutions such as naturalizing schools with vegetation, installing solar protection films, promoting cross ventilation, and equipping buildings with renewable energy and aerothermal systems. The decision of the plenary will now be forwarded to the Generalitat for consideration.
