The Valencia City Council has granted the first construction licenses for three plots in the Moncayo PAI, totaling 164 homes. The urbanization, now completed, has eliminated the dangerous 'death sidewalk' in Sant Vicent.
The councillor for Urbanism, Housing and Licenses and acting mayor of Valencia, Juan Giner, visited the Moncayo PAI works in the La Raiosa neighbourhood on Tuesday, where the urbanization is already complete and the construction of nearly 200 homes is being prepared. The City Council has granted the first construction licenses for residential use in three plots of the area, which total 164 homes in developments of 82, 54, and 28 units.
“The mobilization of land for housing construction is one of the key points of the + Housing Plan. This government team has promoted the development of 18 PAIs, some of which had been blocked for years, and the Moncayo PAI is a clear example that they are becoming a reality and will soon translate into new homes for our neighbours,” Giner stated. He also recalled that the development of the sector “solves a historic problem for the neighbours, such as the death sidewalk.”
The action is located at the junction of Sant Vicent Street and Pianista Iturbi Street, replacing old warehouses and degraded buildings next to the railway tracks. The re-parceling was approved by the Local Government Board on October 18, 2024, and the urbanization works, which began in September 2025, are now completed to make way for the construction phase.
Over 4,300 m² of green areas and pedestrian pathways
The project covers an area of 8,564 m², with a buildable area of 21,798 m² and an investment in urbanization of 1,582,064 euros. Of the 4,951.01 m² of public land, 1,088.46 m² correspond to green areas and open spaces, and 3,208.77 m² to a road network prioritizing pedestrians.
The new urbanization incorporates everyday facilities, such as five children's play areas, six health-oriented exercise machines, twelve benches, 47 bike racks, and a fountain, as well as trees and pedestrian spaces. It has also allowed for the removal of the so-called 'death sidewalk' on Sant Vicent Street, at numbers 233 and 235, a dangerous point due to the narrowness of the pedestrian passage and a long-standing community demand. The demolition of the houses that narrowed the sidewalk has allowed it to be widened to about four meters.
The Moncayo PAI is part of the + Housing Plan of the Valencia City Council, whose main lines are the activation of integrated action programs (PAI) to mobilize land —18 simultaneously—, the streamlining of urban licenses, and the promotion of new formulas to expand the supply of protected and affordable housing.
With these licenses, the construction of the first homes in the PAI is approaching. The residents of La Raiosa will soon see new developments in an area that has suffered from a dangerous pedestrian passage for years. The construction works must adhere to the deadlines set by the granted licenses.
