The Valencia City Council has executed 52% of the Plan + Housing in three years, incorporating 523 homes into the public stock and exceeding 68 million in investment.
The Valencia City Council has given a new boost to its affordable housing strategy. The Councillor for Urbanism and Housing, Juan Giner, reported this Thursday that the Plan + Housing has now reached 52% execution, with over 1,000 homes in progress and 523 already incorporated into the municipal public stock.
According to Giner, this figure contrasts with the 14 homes added by the previous municipal government in eight years. “In its first three years, the current government team has multiplied by 37 the properties added over the two full terms of the previous executive,” the councillor highlighted.
The municipal investment under the plan exceeds 68 million euros, more than twelve times the 5.5 million from the previous period. The execution rate is 2 million euros per month, compared to the 199,000 euros per month of the previous government.
The only protected housing is the one that is built. Unlike those who promised housing for years and left empty lots, this government speaks with actions and concrete realities,” Giner stated.
The plan combines several avenues to expand the public offer. Through direct acquisition, 273 homes have been added, and through exchanges, an additional 125 have been included, while the construction of 606 additional public protection homes has been activated. This is complemented by the rehabilitation of municipal properties and direct construction.
One of the ongoing projects is the construction of 75 affordable rental homes on Avenida de Tarongers, managed by Aumsa, the municipal housing company.
Administrative streamlining has also been key. The councillor noted a 70% reduction in processing times for new housing licenses. Since 2023, licenses for 5,465 new homes have been granted, with a strong acceleration in the last year: in the first half of 2026, 1,314 licenses for free rent have been issued, more than four times the 308 from the first half of 2023.
Additionally, to mobilise land, the government team has unlocked 18 integrated action programmes (PAI), including several pending for years such as those in El Grau or Benimaclet. Together, these PAIs open up a potential of over 13,000 homes.
For the residents of Valencia, the progress of the plan means that in the coming years, new affordable rental and protected housing promotions will come to market, with special attention to young people. The forecast is that the 606 homes under construction will be added to the public stock once the works are completed.
