Valencia City Council has accepted the processing of the Remunta Integrated Action Programme (PAI), which plans for 680 places in student residences and will free up around 200 homes for rent.
Valencia City Council has given the green light to the processing of the Integrated Action Programme (PAI) for Execution Unit 3 Remunta, in the Special Plan of Cabanyal-Canyamelar. The project, presented by the company Hivel SPV 2025, will allow for the construction of a student residence with a capacity for around 680 places, which will alleviate the pressure on the conventional rental market.
The project is located on a plot of 15,124 square meters between Tarongers Avenue, the Remunta park, and the streets of Comte de Melito and Felip Vives de Canyamars. The land is classified as tertiary compatible with community residential use, with preference for educational, hotel, or other community uses.
According to municipal calculations, the expected buildable area on the two private plots reaches 13,663 square meters of roof space, distributed over six floors plus an attic. With the standards for room and common space sizes, the potential capacity would be around 680 places.
The admission to processing means that Hivel SPV 2025, which holds 73.32% of the private land in the area, assumes the role of urban developer. The project is being processed under a management regime by owners, requiring a Detailed Study and subsequent presentation of the Technical Alternative and the Legal-Economic Proposal.
This initiative adds to the nearby PAI of Enginyer Fausto Elío, which plans for 34 public protection homes, 110 units of supportive accommodation, a supermarket, and a student residence with over 600 places. Both projects consolidate a new university residential hub in Poblats Marítims, with potential for 1,300 places, very close to the Polytechnic University of Valencia and the University of Valencia.
The council estimates that every three residence places free up approximately one home for conventional rent. Thus, the 680 places at Remunta will allow for the recovery of around 200 homes for the residential market.
Since the beginning of the term, the City Council has granted licenses for more than 2,073 places in sixteen student residences and is processing another 653. In total, 2,726 places approved or in process will allow for around 900 homes to return to residential rental.
The city currently has around 5,500 operational places in residences, a figure insufficient given the demand from the UPV and UV campuses. This shortfall pushes many students into conventional rentals, reducing the available supply for families and other groups.
The next step will be the presentation of the Detailed Study and technical documentation, which must be approved by the council to initiate the works.
